NOTICE OF REGULAR MEETING
In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of
the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency
Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 6:30
p.m., October 15, 2026

The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments***
Any member of the public that wishes to make a public comment must request to be called on prior to
the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and
comments are limited to 5 minutes per agenda item.
- Call meeting to order and establish a quorum
- Invocation & Pledge of Allegiance
- Roll Call of Departments
- Public Comments/Announcements
- Consider and accept Statement and Oath of Office for appointed commissioner
- Consider and approve election of officers for Board
- Consider and approve job offer for Executive Director candidate in Executive Session under Section 551.074 of the Texas Open Meetings Act. Action, if any, will be taken in open session.
- Consider and approve minutes of previous meetings on September 17, September 29 and October 3
- Consider and approve monthly financial reports
- Consider and approve monthly Payment of Bills
- Consider and approve any revenue transfers among District accounts
- Consider and approve monthly summary financial report from District VFDs
- Consider and approve Quarterly Investment Report
- Consider, discuss and possibly approve any pending items regarding the New Salem VFD station project, including but not limited to: Landscape matting to prevent erosion
- Consider, discuss and possibly approve communications/technology improvements and repairs in the District, including but not limited to: Lending IDs for Christus Flight For Life helicopter radios due to availability issues temporarily; install radio and headsets to Carlisle's Attack 1 truck due to safety issues
- Consider, discuss and possibly approve repairs to Eastside air compressor for refill station at a cost of $4,948.06
- Consider, discuss and possibly approve election of officers for Board for upcoming year
- Consider, discuss and possibly approve a resolution authorizing the sale of surplus property
- Consider, discuss and possibly approve reimbursement to departments for fuel costs that have exceeded their projected 2026 budgeted amounts
- Consider, discuss and possibly approve Comprehensive Cancer & Cardiovascular Disease Detection for First Responders Program participation
- Consider, discuss and possibly approve purchase of SWR16 rescue boat with double stack trailer at a cost of $52,288.65 (included in 2026 budget); or rescue boat on single trailer at a cost of $36,858.00
- Consider, discuss and possibly approve service provider agreements for 2027
- Consider, discuss and possibly approve Holiday Schedule for 2027
- Consider, discuss and possibly approve transfer of titles to Brush trucks 2 & 3 from the Eastside VFD back to Rusk Co. ESD #1
- Consider, discuss and possibly approve engagement of an auditor to perform 2026 audit
- Consider and discuss required training hours for Commissioners
- Consider, discuss and approve list of participants for annual SAFE-D conference at Kalahari Resort in Round Rock, Texas, February 11-13, 2027
- Consider, discuss and possibly approve five interlocal agreements
- Consider and discuss and possibly approve Conflict of Interest Affidavit

Action, if any, will be taken in open session.
