NOTICE OF REGULAR MEETING

In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., July 16, 2026

The following agenda items will be discussed, considered and action taken as appropriate:

***Public Comments***

Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.

  1. Call meeting to order and establish a quorum
  2. Invocation & Pledge of Allegiance
  3. Roll Call of Departments
  4. Public Comments/Announcements
  5. Consider and approve minutes of previous meetings.
  6. Consider and approve monthly financial reports.
  7. Consider and approve monthly Payment of Bills.
  8. Consider and approve any revenue transfers among District accounts.
  9. Consider and approve monthly summary financial report from District VFDs.
  10. Consider and approve Quarterly Investment Report
  11. Consider and possibly approve any pending items regarding the New Salem VFD station project
  12. Consider and possibly approve communications/technology improvements and repairs in the District, including but not limited to:.Upgrades to radio systems at Carlisle VFD and Mt. Enterprise; Minimum Standards for Access to ESD technical resources; Consider laying double matting & rock at the Laneville tower site at a cost not to exceed $7,500.00; Consider putting a metal roof over the communications building at the Laneville tower site to reduce electrical cost.
  13. Consider and possibly approve repairs to a/c drains and condensation issues on ESD building A/C units
  14. Consider and possibly approve cost share with the Tatum VFD on a First Responder vehicle and signage for said vehicle.
  15. Consider and possibly approve reimbursement to the Eastside VFD for the cost of dress uniforms not to exceed $2,156.17
  16. Consider and possibly approve bids on Mt. Enterprise tender under TFS grant and Tatum brush truck under TFS grant
  17. Consider and possibly approve New London VFD quote for rescue tools under TFS grant at a total cost not to exceed $40,889.02 (not including freight costs)
  18. Consider and possibly approve cost of replacement tires for the Laneville VFD tender at a cost not to exceed $4,764.94
  19. Consider and possibly approve amending the District Guidelines on reimbursements to departments
  20. Consider and possibly approve General Warranty Deed for the New Salem VFD property to the Rusk County Emergency Services District No. 1
  21. Consider and possibly approve any needed action as a result of the Strategic Planning Workshop held on July 11th, 2026
  22. Adjournment
