NOTICE OF REGULAR MEETING
In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., November 20, 2025.

The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments***
Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.
- Call meeting to order and establish a quorum
- Invocation & Pledge of Allegiance
- Roll Call of Departments
- Public Comments/Announcements
- Consider and approve minutes of previous meetings.
- Consider and approve monthly financial reports.
- Consider and approve monthly Payment of Bills.
- Consider and approve any revenue transfers among District accounts.
- Consider and approve monthly financial reports from District VFDs.
- Consider and approve Quarterly Investment Report
- Consider and possibly approve communications/technology improvements and repairs in the District, including, but not limited to: request for computer with 3 adapters to split screens to show four different items; Memorandum of Agreement between the ESD and Christus EMS to use our VHF and 7/800 infrastructure; mics for P25 radios at $10,218.31
- Consider and possibly approve reimbursement to the Church Hill VFD for generator and installation as per their 2025 budget at a cost of $11,591.66
- Consider and possibly approve reimbursement to the Church Hill VFD for one set of PPE at a cost of $1,542.24
- Consider and possibly approve 2 sets of bunker gear for the Eastside VFD at a cost of $8,929.74 (freight to be included on invoice for payment); 14 helmets at a cost of $4,270.00 (freight to be included on invoice) contingent on grant award
- Consider and possibly approve change order on Laneville VFD brush truck in the amount of $$41,458.62
- Consider and possibly approve reimbursement to the Mt. Enterprise VFD for repairs to brush truck CAFS in the amount of $2,470.82
- Consider and possibly approve requests from Rusk County Firefighters Association Committees regarding possible funding, including but not limited to, planned special events, training, and/or scheduling
- Consider and possibly approve proposal from Mike Montgomery on consulting fees for five year plan and development of job duties, requirements and descriptions for the ESD
- Consider and possibly approve repair costs to the overheads doors at the Carlisle VFD in the amount of $1,160.00
- Consider and possibly approve paying off loan for the generator at the Tatum VFD
- Consider, discuss and possibly approve Mutual Aid Agreement with Cushing and Lilbert-Looneyville VFDS (Nacogdoches Co ESD #2)
- Consider and discuss new reporting requirements under HB 4214
- Adjournment

The Board may retire to Executive Session any time between the meeting’s opening and adjournment for any purpose authorized by the Texas Open Meetings Act, including but not limited to: consultation with legal counsel (Section 551.071 of the Texas Government Code); discussion of real estate acquisition (Section 551.072); discussion regarding a prospective gift to the District (Section 551.073); personnel matters (Section 551.074); and/or deliberation regarding security devices or security audits (Section 551.076 and 551.089).
Action, if any, will be taken in open session.
