NOTICE OF REGULAR MEETING


In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 6:30 p.m., September 17, 2026
***NOTICE TO THE PUBLIC***
The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments*** 
Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the board Gloria Dooley, and comments are limited to 5 minutes per agenda item.
 

  1. Call meeting to order and establish a quorum
  2. Invocation & Pledge of Allegiance
  3. Roll Call of Departments
  4. Public Comments/Announcements
  5. Consider and approve minutes of previous meetings on August 20th & 31 st
  6. Consider and approve monthly financial reports.
  7. Consider and approve monthly Payment of Bills.
  8. Consider and approve any revenue transfers among District accounts.
  9. Consider and approve monthly summary financial report from District VFDs.
  10. Consider and possibly approve any pending items regarding the New Salem VFD station project to include but limited to: Landscape matting to prevent erosion; authorize Board President David Burks to approve change orders up to $5,000.
  11. Consider and possibly approve communications/technology improvements and repairs in the District, including but not limited to: Approval of Michael Searcy to attend TxlCC Conference on Nov. 3 in Boerne, Tx. with reimbursement for hotel room, fuel and meal expenses; Approval of approximate costs to relocate Overton repeater to Goodsprings Water tower to improve communications in Carlisle area; Approval of purchase of 125 Motorola handhelds at a cost not to exceed $1,477,346.27; Approval to sell as surplus or salvage property the Kenwood multi band handhelds if replaced by Motorola handhelds and approve a resolution for the sale or disposal of same; approval to expand District website to
    include page of projects in progress;
  12. Consider and possibly approve reimbursement to the Rusk County Firefighters
    Association $6,054.19 for handouts for the annual Syrup Festival in November.
  13. Consider and possibly approve purchase of SWR16 Rescue boat with double
    stack trailer at a cost of $52,288.65 (included in 2026 budget).
  14. Consider and possibly approve reimbursement to the Mt. Enterprise VFD
    $3,986.90 for tires for their engine (included in 2026 budget).
  15. Consider and possibly approve ESD purchasing Gatorade Single Packs to be
    distributed to the VFDs.
  16. Consider and possibly approve 3 sets of gear for the Church Hill VFD in the
    amount of $9,596.48 (2 sets of gear included in 2026 budget).
  17. Consider and possibly approve reimbursement to Rusk County Rescue Unit for
    transmission work done on County Command Truck
  18. Consider and possibly approve cost of replacement awning for Rusk County ESD
    Command Truck
  19. Consider and possibly approve reimbursement to the Church Hill VFD $1,142.47
    for meals and drinks during August fires
  20. Consider and approve resignation of Commissioner James "Jiffy" Dukes effective
    September 30, 2026.
  21. Consider and possibly approve allowing active ESD email for Commissioner Jiffy
    Dukes until December 31, 2026.

a prospective gift to the District (Section 551.073); personnel matters (Section 551.074); and/or deliberation
regarding security devices or security audits (Section 551.076 and 551.089).
