NOTICE OF REGULAR MEETING
In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 6:30 p.m., June 18, 2026.

The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments***
Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.
- Call meeting to order and establish a quorum
- Invocation & Pledge of Allegiance
- Roll Call of Departments
- Public Comments/Announcements
- Consider and approve minutes of previous meetings.
- Consider and approve monthly financial reports.
- Consider and approve monthly Payment of Bills.
- Consider and possibly approve 2025 annual audit report from District Auditor Morgan LaGrone, CPA.
- Consider and approve any revenue transfers among District accounts.
- Consider and approve monthly summary of financial reports from District VFDs.
- Consider and possibly approve any pending items regarding the New Salem VFD station project.
- Consider and possibly approve communications/technology improvements and repairs in the District including, but not limited to: Photo Backdrop for new ID Badges.
- Consider and possibly approve the posting of meeting documents and District financial reports on the District’s website.
- Consider and possibly approve referring to the Rusk County Firefighters Association a request for a Junior Firefighter Program Policy for District use.
- Consider and possibly approve changes to the current District Guidelines.
- Consider and possibly approve the purchase of a ceremonial bell for District use.
- Consider and possibly approve the purchase of 2026 Challenge Coins for the 9/11 Memorial Walk on September 12th, not to exceed $5,000.00.
- Consider and possibly approve amending Tire Guidelines to include all VFD truck tires being reimbursable by the ESD.
- Consider and possibly approve granting a tax exemption for the two standard non-profits: Joseph L. Koch Estate and Threadgill-Boles Partners.
- Consider and possibly approve reimbursement to the Church Hill VFD for siding to enclose an area on their spare building at a cost not to exceed $5,870.00 (included in their 2026 budget).
- Consider and possibly approve the purchase of 28 SCBAs with 45-minute bottles and additional 34 – 45-minute bottles at a cost not to exceed $289,940.00.
- Consider and possibly approve change order on the Reklaw VFD brush truck at a cost not to exceed $25,470.04.
- Consider and possibly approve amending current memorandum of understanding with Kilgore College Fire Academy to include all VFDs currently participating in the program.
- Consider and possibly approve scheduling a workshop on Strategic Planning.
- Consider and possibly approve signage for the building directing deliveries to the rear of the building at the kitchen entrance.
- Consider and possibly approve an alternate ESD logo
- Consider and possibly approve the purchase of fire hydrants for stock at a cost not to exceed $9,345.99.
- Consider and possibly approve a Resolution Establishing a Drug and Alcohol Use and Testing Policy for the District
- Consider and possibly approve reimbursement to the Rusk County Rescue unit for the purchase of 4 sets of wildland gear at a cost of $5,144.60
- Consider and possibly approve adopting the tax and budget planning calendar for 2026, authorize payment of tax process publications, and take any related action.
- Consider and possibly approve District website status, accessibility, and posting requirements and take any related action.
