NOTICE OF REGULAR MEETING

In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., May 21, 2026.

The following agenda items will be discussed, considered and action taken as appropriate:

***Public Comments***

Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.

1. Call meeting to order and establish a quorum
2. Invocation & Pledge of Allegiance
3. Roll Call of Departments
4. Public Comments/Announcements
5. Consider and approve minutes of previous meetings.
6. Consider and approve monthly financial reports.
7. Consider and approve monthly Payment of Bills.
8. Consider and approve any revenue transfers among District accounts.
9. Consider and approve monthly financial reports from District VFDs.
10. Consider and possibly approve any pending items regarding the New Salem VFD station project.
11. Consider and possibly approve communications/technology improvements and repairs in the District, including but not limited to: Possible Carlisle tower site.
12. Consider and possibly approve ILA between the Gregg Co. ESD #1 and the Rusk Co. ESD #1 on a cost share on a brush truck in the amount of $114,000.00.
13. Consider and possibly approve Estimated Tax Values received from the Rusk County Appraisal District for 2027.
14. Consider and approve requesting an extension of the deadline to file the FY25 audit with the county commissioners.
15. Review Resolution on Public Participation at Open Meetings and possibly approve making changes if needed.
16. Consider and possibly approve quote from the Laneville VFD for the purchase of 2 SCBAs, facepieces and 4 cylinders at a cost of (20,260.00 (not including freight)
17. Consider and possibly approve reimbursement to the New Salem VFD for failed hose in the amount of $2,017.50.
18. Consider and possibly approve a date for the 2027 budget workshop with District departments.
19. Consider and possibly approve reimbursement to the Carlisle Fire/Rescue for repairs to Engine 2 at a cost of $2,061.05.
20. Consider and possibly approve a quote from the Church Hill VFD for 2 sets of bunker gear at a cost of $9,379.06 (not including freight).
21. Consider and possibly approve reimbursement to the Henderson FD for new tender signage at a cost of $950.00.
22. Consider and possibly approve quote from Church Hill VFD for 8 SCBA replacement cylinders at a cost of $11,520.00 (not including freight).
23. Consider and possibly approve moving the ESD meeting time to 6:30 p.m. and the RCFFA meeting time to 5:30 p.m. starting in June 2026.
24. Consider and possibly approve releasing 2 fire hydrants to the Minden-Brachfield Water Supply.
25. Consider and possibly approve reimbursement to the Eastside VFD for one set of bunker gear at a cost of $$3,685.
26. Consider and possibly approve quote from the Eastside VFD for 2 SCBAs, facepieces and 4 cylinders at a cost of $20,260.00 (not including freight)
27. Consider and possibly approve allowing the Texas Eastern 911 Board to use the ESD conference room for monthly meetings on the second Tuesday of each month
28. Consider and possibly approve paying for 2 New London VFD department members to attend fire academy 4 & the department reimbursing the ESD when grant funds are received
