NOTICE OF REGULAR MEETING
In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., April 16, 2026

The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments***
Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.
- Call meeting to order and establish a quorum
- Invocation & Pledge of Allegiance
- Roll Call of Departments
- Public Comments/Announcements
- Consider and approve minutes of previous meetings.
- Consider and approve monthly financial reports.
- Consider and approve monthly Payment of Bills.
- Consider and approve any revenue transfers among District accounts.
- Consider and approve monthly financial reports from District VFDs.
- Consider and approve Quarterly Investment Report
- Conduct annual review of investment policy and investment strategies and adopt resolution
- Consider and possibly approve any pending items regarding the New Salem VFD station project
- Consider and possibly approve communications/technology improvements and repairs in the District, including but not limited to:.
- Consider and possibly approve ILA between the Gregg Co. ESD #1 and the Rusk Co. ESD #1 regarding a cost share on renovations of their burn tower in exchange for use of said tower
- Consider and possibly approve ILA between the Gregg Co. ESD #1 and the Rusk Co. ESD #1 on a cost share on a brush truck in the amount of $114,000.00
- Consider and approve Conflict of Interest Affidavit by Board Member Wayne Griffith for public records
- Consider and possibly approve reimbursement to the Rusk Co. Rescue Unit for repairs to their 2012 light rescue truck in the amount of $3,529.81
- Consider and possibly approve disposal of the old Church Hill engine and a resolution for same
- Consider and possibly approve reimbursement to the Tatum VFD for repairs to their brush truck that exceed $3,000.00 -$10,193.54
- Consider and possibly approve reimbursement to the Eastside VFD for 2 active members that went through the EMT/EMR course and passed their national registry
- Consider and possibly approve reimbursement to the Carlisle VFD for repairs to their brush 1 in the amount of $272.50
- Consider and possibly approve purchase of bunker and Techgen gear for Rusk Co. Rescue Unit at a cost of $18,706.55
- Consider and possibly approve change orders for the two production engines on order in the amount of $26,583.09
- Consider and possibly approve maintenance pricing presented by Siddons-Martin on engines and possibly tenders
- Consider and possibly approve covering cost for 5 Garrison VFD firefighters to attend Fire Academy and receive reimbursement back from them from grant funds
- Consider and possibly approve a cost share with the Reklaw VFD for a new skid unit at a cost of $77,988.00
- Consider and possibly approve a date in May for Round Table Workshop (May 9, 16, 23)
- Consider and possibly approve compliance with HB 471
- Adjournment

The Board may retire to Executive Session any time between the meeting’s opening and adjournment for any purpose authorized by the Texas Open Meetings Act, including but not limited to: consultation with legal counsel (Section 551.071 of the Texas Government Code); discussion of real estate acquisition (Section 551.072); discussion regarding a prospective gift to the District (Section 551.073); personnel matters (Section 551.074); and/or deliberation regarding security devices or security audits (Section 551.076 and 551.089).
Action, if any, will be taken in open session.
