NOTICE OF REGULAR MEETING

In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of 
a Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency 
Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., 
July 17, 2025.

***NOTICE TO THE PUBLIC***
The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments***
Any member of the public that wishes to make a public comment must request to be called on prior to 
the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and 
comments are limited to 5 minutes per agenda item.

  1. Call meeting to order and establish a quorum
  2. Invocation & Pledge of Allegiance
  3. Roll Call of Departments
  4. Consider and approve minutes of previous meetings
  5. Consider and approve monthly Financial Reports
  6. Consider and approve monthly Payment of Bills
  7. Consider and approve any revenue transfers among District accounts
  8. Consider and approve monthly financial reports from District VFDs
  9. Consider and possibly approve 2ⁿᵈ Quarter Investment Report
  10. Consider and possibly approve any pending items regarding the training facility
  11. Consider and possibly approve anything pertaining to communications/technology in the District (possible purchase of Phase 2 7/800 radios)
  12. Consider and possibly approve the purchase of asset tags and implementing a policy to track department assets purchased by the ESD through the RMS
  13. Consider and possibly approve maintenance contract on hourly rate from Siddons-Martin to lock in cost
  14. Consider and possibly approve cost share with the Mt. Enterprise VFD for remodeling cost on their new building
  15. Consider, discuss and possibly act on any committee reports from the Rusk County Firefighters Association
  16. Consider and possibly approve a 50% cost share with the Rusk County Firefighters Association on the new vending machine at cost of $2,089.00
  17. Consider and possibly approve the purchase of 9 gas meters (Laneville, Eastside, Mt. Enterprise 2, Church Hill 2, Crims Chapel 2) and 11 thermal cameras (Laneville 2, RCRU2, Mt. Enterprise 2, Church Hill 2, Crims Chapel 3)
  18. Consider and possibly approve contracting with LMH Construction on the drawings and specifications for the New Salem fire station at a cost of $15,000.00
  19. Consider and possibly approve paying off the Reklaw 2020 engine at a cost of $85,352.75 and Rekalw brush truck at a cost of $8,814.40
  20. Consider and possibly approve an additional cost of $85 over the approved amount of $906.40 to Nalcom
  21. Consider and possibly approve reimbursement to the Laneville VFD for EMT class at a cost of $1,900.18 and for engine tires at a cost of $3,047.10
  22. Consider and possibly approve reimbursement to the Eastside VFD for one set of bunker gear at a cost of $3,389.74 (quote does not include freight; item on 2025 budget)
  23. Consider and possibly approve co-hosting the annual 9-11 Rusk Co. Memorial Walk and the purchase of challenge coins and refreshments for the event
  24. Consider and possibly approve ILA between the Rusk Co. ESD #1 and the Panola County ESD for quarterly payments to the Tatum VFD for out of county mutual aid calls
  25. Consider, discuss and possibly approve Building Access Policy for the ESD building

estate acquisition (Section 551.072); discussion regarding a prospective gift to the District 
(Section 551.073); personnel matters (Section 551.074); and/or deliberation regarding security 
devices or security audits (Section 551.076 and 551.089).
Action, if any, will be taken in open session.
