RUSK COUNTY EMERGENCY SERVICES DISTRICT NO. 1 NOTICE OF REGULAR MEETING
In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of a Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., May 15, 2025.

The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments***
Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.
- Call meeting to order and establish a quorum
- Invocation & Pledge of Allegiance
- Roll Call of Departments
- Consider and approve minutes of previous meetings
- Consider and approve monthly Financial Reports
- Consider and approve monthly Payment of Bills
- Consider and approve any revenue transfers among District accounts
- Consider and possibly approve any pending items regarding the training facility
- Consider and possibly approve anything pertaining to radio communications in the District (purchase of additional handhelds for each department; approve tower work in Laneville to include, but not limited to, demolition of old tower, construction of new tower, slab and foundation work, moving tower building, utilities, generator, propane tank, exterior lighting, etc.; approve change order to move antennas at Oak Hill tower site at a cost of $63,253.89; and any other items)
- Consider and possibly approve resignation of Board Member Brian Bathke effective on May 5, 2025
- Consider, discuss and possibly approve allowing IT Consultant Michael Searcy to hire IT Assistant for the completion of on-going current projects
- Consider and possibly approve additional amount of $45.00 on signage for Crims Chapel VFD (approved in March amount of $950.00-invoice of $995.00)
- Consider and possibly approve reimbursement to Michael Searcy for drone license certification in the amount of $175.00; and for 4 cord reels at a cost of $119.92
- Consider, discuss and possibly approve amended resolution adopting investment policy and investment strategies
- Consider and possibly approve 1st Quarter Investment Report
- Consider and possibly approve an increase in monthly cost for bookkeeping services from $1,300 to $1,500
- Consider and possibly approve an exemption from taxes for the Joseph L. Koch estate and Threadgill-Boles Partners as has been granted in the past
- Consider, discuss and possibly approve estimated 2025 tax values from the County Appraisal District
- Consider and possibly approve request from New Salem VFD for replacement tires for their engine in the amount of $3,293.60
- Consider and possibly approve difference of an increase in cost in the amount $137.41 for the purchase of t.v.s for the command room
- Consider and possibly approve date for 2026 Budget Workshop and review of department budgets
- Consider and possibly approve reassignment of District Vehicles
- Consider and possibly approve requesting a 30 day automatic extension from the Commissioners Court on presenting our annual audit
- Consider and possibly approve moving our June meeting day forward one day to June 18th
- Consider and possibly approve the plans, specifications and survey from the New Salem VFD for the purpose of seeking out bids for a new station
- Consider and possibly approve request from the Rusk County Firefighters Association for the implementation of a County Wide By-Laws template
- Consider, discuss and possibly approve request from the Rusk County Firefighters Association for the ESD purchase of Class A and Class B attire for District firefighters at an approximate cost of $24,621.50 with the Association providing a 10% cost share

The Board may retire to Executive Session any time between the meeting’s opening and adjournment for any purpose authorized by the Texas Open Meetings Act, including but not limited to: consultation with legal counsel (Section 551.071 of the Texas Government Code); discussion of real estate acquisition (Section 551.072); discussion regarding a prospective gift to the District (Section 551.073); personnel matters (Section 551.074); and/or deliberation regarding security devices or security audits (Section 551.076 and 551.089).
